Come join the Zion team as the Cultural Resource Program Manager (CRPM). Responsibilities focus on ensuring compliance with National Historic Preservation Act (NHPA) Section 106 for a multi-park group and managing a program of resource protection and preservation, research and educational projects. The Program Manager is responsible for research and preservation of ethnographic resources, park history and historic structure preservation and archaeology. CRPM will work as part of an interdisciplinary team to protect and advocate for park resources. Position will also supervise one or more cultural resource project managers, interns and volunteers. Additional responsibilities include:
Design, implement, and supervise multiple-phased, and multiple-site cultural resource projects involving documentary, archival, and collections research; field investigations, laboratory analysis of recovered data; and professional report writing. Participates with the preparation of environmental documentation Environmental Assessments/Environmental Impact Statements (EAs/EISs) for NEPA (National Environmental Policy Act)/NHPA compliance. Conducting consultation with multiple State Historic Preservation Office's (SHPO's), Tribal governments, and other interested groups. Develop work schedules, scopes of work, costs, and resource needs for resource management projects, as well as, identifying and securing funding for and managing resource projects. Administer and provide oversight for projects conducted through contracts, interagency agreements, and cooperative agreements. Recommend, plan for, and execute archeological investigations required to meet NHPA, Archeological Resources Protection Act (ARPA), Native American Graves Protection and Repatriation Act, National Park Service guidelines, and the research needs of the park. To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement:
BASIC EDUCATION REQUIREMENT BY SERIES:
This is an interdisciplinary position; therefore, applicants will be considered for a range of occupational fields (series) based on qualifications and experience. Occupational series in which applications will be accepted are outlined below:
GS-0170, Historian Degree:
4-year degree in history; or related field that included at least 18 semester/27 quarter hours in history. - OR - Combination of education and experience with courses equivalent to a major in history, or a major in a related field that included at least 18 semester/27 quarter hours in history, plus appropriate experience or additional education. Note:
A major is comparable to that normally acquired through the completion of a full four-year course (120 semester/180 quarter hours) of study as described above. GS-0190, Cultural Anthropologist Degree:
4-year degree in an appropriate field of anthropology. - OR - Combination of education and experience with courses equivalent to a major, or a combination of courses totaling at least 24 semester/36 quarter hours in an appropriate anthropology field, plus appropriate experience or additional education. Note:
A major is comparable to that normally acquired through the completion of a full four-year course (120 semester/180 quarter hours) of study as described above. - OR -
Experience:
four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work. GS-0193, Archeologist Degree that included 3 semester/4.5 quarter hours each in the following course areas:
history of archeology; archeology of a major geographical area such as North America or Africa; regional archeology; archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; theory and methods of archeology which include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND six semester hours of related course work in:
geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND archeological field school. - OR - Related Curriculum:
degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements described above (including archeological field school). - OR - Combination of college-level education, experience or training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education.- OR - Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. - AND - In addition to meeting the basic education requirements, applicants must also meet the minimum qualifications listed below:
SPECIALIZED
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as, but not limited to:
drafting, preparing and/or coordinating cultural resources projects and/or strategies for the resource management plan and/or specific action plans pertaining to the management and protection of cultural resources. You must include hours per week worked. -OR- EDUCATION:
Successful completion of at least three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university in a field directly related to this position such as history, anthropology, or archeology. You must include transcripts. -OR- COMBINATION:
Education and experience may be combined to meet the specialized experience requirement. Volunteer
Experience:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.
