Within the Division of Visitor and Resource Protection, and under the guidance and direct supervision of a District Ranger, incumbent serve as a Supervisory Deputy District Ranger in the Bechler area of Yellowstone National Park. Incumbent must provide strong field-level leadership and oversight to the district operations they serve. Yellowstone is a diverse park of exclusive federal jurisdiction with over 4 million annual visitors, 2.2 million acres, 370 miles of roads, 1200 miles of trails, 293 miles of boundary, significant winter use activities, diverse visitor and resource protection with challenging management operations. The incumbent will supervise permanent and seasonal law enforcement staff. Significant district workload factors include law enforcement incidents (resource crimes and crimes against persons/property), emergency medical incidents, structural fire incidents and alarms, motor vehicle accidents, search and rescue incidents. Implementation of the park's bear management program, resource management programs, cooperation with special research project groups, and a significant winter use (snowmobile/ski) season contribute to the complexity of the districts. Significant overtime in the summer time and shift work can be expected. As a Supervisory Park Ranger you will lead daily operations and direct the completion of collateral duties related to training and leadership. You will supervise GL-9 permanent and seasonal law enforcement rangers as well as non-commissioned staff and park volunteers. You will conduct and supervise the detection of criminal activity, investigation of criminal violations, and custodial arrests. You may prepare and execute warrants, interview witnesses, and detain suspects. You will ensure the completion of comprehensive written reports. You will conduct and/or supervise gathering of law enforcement, security, and intelligence information relating to the park, its facilities, events, mission, or visitors.You will set work goals and ensure all employees receive required training in a timely manner; identify operational requirements and make recommendations to your supervisor regarding programming, budgeting, training, administration, and evaluation of operations; and schedule patrols to maximize visitor contact with special consideration to problem areas. You will supervise and lead complex law enforcement, all hazard, emergency medical, and search and rescue operations as well as provide emergency medical services to park visitors and residents. In addition, you will participate in all aspects of employee supervision including performance planning and appraisals, employee recognition, and employee counseling. Yellowstone National Park is located in the Bechler, Wyoming area of the park, elevation 6400 feet, 23 miles east of Ashton, Idaho. Temperatures vary from an average of 70 degrees Fahrenheit in the summer to sub-zero in the winter. Temperatures of -20 degrees Fahrenheit are not uncommon in winter. Housing is not available in the winter at the Bechler site and most employees either live in West Yellowstone in the winter and at the Bechler station in the summer or live full time in Ashton, ID, population 1127. The next closest larger city is 27 miles away in Rexburg with a population of 25,000 and most amenities. The Bechler station has solar power for all electrical needs and limited cell phone capability. While there are challenges with life in Yellowstone during the winter, there are also exceptional winter recreational opportunities and few places on earth can rival the superlative resource conditions and ecological integrity experienced in Yellowstone's interior. Law Enforcement Commission (Selective Placement Factor) Applicants must demonstrate their ability to obtain a Type 1 Commission with the National Park Service by the entrance on duty date. This is demonstrated by a current Type 1 Commission with the National Park Service or an equivalent certification with another DOI agency. In Yellowstone NP, in addition to meeting the Qualification Standards and the Law Enforcement requirements you must possess, at a minimum, a current National Registry Emergency Medical Technician, or higher EMT level certification by CLOSING DATE of this job announcement AND, no lapse in certification upon entry on duty. If you do not meet this selective factor, you will be rated ineligible. - AND - To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
Examples of qualifying specialized experience include:
enforcing Federal laws and regulations relating to criminal activities such as illegal hunting and fishing; vandalism; harvesting of native plants; theft or destruction of archeological resources; cultivation, sale, possession and use of controlled substances; traffic violations on roads, rivers, and lakes; trespassing; domestic abuse; assault; Developing law enforcement program goals, objectives, and work plans; Interacting and communicating with park visitors, park partners, other law enforcement agencies, and tribal leaders. . You must include hours per week worked. -OR- EDUCATION:
Successful completion of at a Ph. D or equivalent doctoral degree, or at least 3 full years of progressively higher level graduate education (54 hours), directly related to the work of this position (i.e., natural resource management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources.
